Most states have a program for people with little, low or no income. Also, in your area, do you have a 211 (or something like that) info line? They are a great source to get help. Alot of women want to be home with their babies, but not everyone can because they need to get out and earn a living. What about the father? Why can't he carry health insurance on at least the infant? She can take him to child support enforcement and they will order him to carry insurance and pay for it if she isn't working.
